THE NEW LAND USE POLICY: A PANACEA FOR SHIFTING CULTIVATION IN MIZORAM

Title: THE NEW LAND USE POLICY: A PANACEA FOR SHIFTING CULTIVATION IN MIZORAM
Authors: Beingachhi, Bobby
Abstract: Shifting Cultivation also called jhumming is an integral part of the social cultural lives of Mizo
people. Agriculture is the main occupation of the people of Mizoram where about 80% of the
population is engaged in the practice. The increase in population has shortened the
jhumming cycle and productivity considerably. The area under shifting cultivation varies from
18% to 28% of the geographical area according to numerous studies. Various scholars have
opined that shifting cultivation has a negative impact on the forest and landscape.
Considering this, the Government of Mizoram in 1984 launched a programme called NLUP
(New Land Use Policy) and other schemes with an objective to put an end to the practice of
shifting cultivation. However, the programme was not a success. A new initiative under the
same name i.e. the New Land Use Policy was initiated in 2009 and which continues till
today. A survey conducted by Consultative Committee for New Land Use Policy (CCN) in
2015 believes that New Land Use Policy greatly reduced the numbers of families engaged in
jhum cultivation. This paper highlights as to how far New Land Use Policy has succeeded in
containing the practice of shifting cultivation in Mizoram.

AN OVERVIEW OF MICRO LEVEL DEVELOPMENTAL PLANNING STRATEGIES IN SIAHA DISTRICT, MIZORAM

Title: AN OVERVIEW OF MICRO LEVEL DEVELOPMENTAL PLANNING STRATEGIES IN SIAHA DISTRICT, MIZORAM
Authors: Beingachhi, Bobby
Abstract: The term planning means taking decisions to implement them in order to attain economic
development. Planning in one form or the other has become imperative for the development of a
country or a region and Siaha District is no exception in this regard. Planning is done for a
variety of purpose ranging from socio-economic growth to power politics. However, most
planning concerns with socio-economic development of a country, society or a region. Regional
planning as a technique has become to be recognized all over the world and this has been applied
in order to wipe out the existing regional economic disparity. Planning can be of various types,
depending upon the purpose. Planning can be economic or developmental. Planning can be
sectoral or spatial also. Sectoral planning is the most commonly adopted form of planning these
days. Developmental or active spatial planning, on the other hand, sets itself a more ambitious
task. Planning region is a segment of territory over which economic decisions is applied. This
paper attempted to study micro level planning in Siaha District for the overall development in
general and sustainable and inclusive development Siaha district. Due to inadequate
infrastructure and civic amenities in Siaha district in rapidly growing population provide a clear
example of problems one may have to face as a result of uncontrolled and unplanned growth.
Since planning provides an efficient tool to steer the process of growth in a desired direction.
The present paper is concerned with the ordering of human activities for socio-economic
transformation in supra-local space in an agriculture based rural economy as against supra-urban
space for an urban dominated economy. In the present context the concept of micro- planning
has emerged in order to maintain a balance in “planning and development” between national
priorities and local need and decentralized planning approach to the overall development of a
country.

SPATIAL ANALYSIS OF WATER SUPPLY IN RURAL AREAS OF SIAHA DISTRICT, MIZORAM

Title: SPATIAL ANALYSIS OF WATER SUPPLY IN RURAL AREAS OF SIAHA DISTRICT, MIZORAM
Authors: Beingachhi, Bobby
Abstract: Sources of water supply in rural areas of Siaha District can be
broadly classified into four categories, namely; public piped
water points, village spring sources, drilled water points and
rain water harvesting. Among the water sources as mentioned
above; public piped water points and village spring sources
constitute major sources of water supply in rural areas.
The other two sources such as drilled water points and rain
harvesting are less significant because firstly, rain water
harvesting is done only during rainy seasons and secondly,
drilled water point can be set up only in those rural areas
which are either connected by national or state highway.
