Abstract: Majority of the world’s population, i.e. 54 per cent now lives in the urban area today&#xD;
and the trend continues to increase. Urbanization will concentrate more in developing&#xD;
countries. So far as the situation in the Indian state of Mizoram is concerned, due to&#xD;
various pull factors, such as the outbreak of insurgency and the consequent grouping&#xD;
of villages which has shattered the village economy, people started settling in Aizawl,&#xD;
the capital city. Therefore, it is emerging as a very busy and congested urban centre&#xD;
despite being located in a hilly area. In the place of only the traditional local&#xD;
government institutions, i.e. Village Councils which now have been replaced by Local&#xD;
Councils, there is also a development oriented Constitutional urban local body known&#xD;
as Aizawl Municipal Corporation (AMC) ready to handle the various issues and&#xD;
challenges of urban governance. The paper studies the status of urban governance&#xD;
since the inception of urban local body, assessing the challenges on the way along&#xD;
with the effectiveness of this body.</description>

Abstract: Untill recently, Aizawl was called a cluster of villages or a big village. It is the capital of Mizoram (Land of the Mizos), which is a tiny mountainous state in north-east India. The population according to 2011 census was 2,93,416. The traditionally based village governing institution known as Village Council has administered village administration since 1954. These councils were entrusted with multi-functions as per multitudes of acts and regulations passed by the government from time to time. In fact, it was not a development body and had performed line agency functions for implementing various policies of the different government departments. So, the necessity of strengthening the local body was felt throughout a very long period. In 2008, Aizawl Municipal Council was formed as per Article 243 of the Indian Constitution. A survey was conducted to find out the level of people’s satisfaction on municipal services such as solid waste management, regulation of land use and construction of building, management of parking lots, licensing regulations, property tax, etc. The paper analyses the people’s perception and satisfaction with the new urban local body, i.e. municipal council and a comparative study of the pre-AMC and post-AMC is attempted.</description>

Abstract: Popularly elected councils managed local affairs and services through an&#xD;
institution known as local self-government. The people in aggregate who lives&#xD;
close to each other with common interests and needs are dealt by this&#xD;
neighbourhood government. It also provides multiple services to the people and&#xD;
performs different functions. The institution contributes to the strength, resilience&#xD;
and richness of democracy and act as the training ground and laboratories where&#xD;
social, economic, political and administrative projects are tested before their&#xD;
application at a wider space. In a federal structure, the neighbourhood&#xD;
government is subordinate to the state and central governments but they derive&#xD;
legitimacy of powers from the citizens within the local area. In fact, local&#xD;
institutions are created by the state legislature and by means of decentralization of&#xD;
functions, funds, functionaries; it can work on many things including the&#xD;
provision of quality services to the people in the local area.</description>

Abstract: Decentralization involves shifting of fiscal, political and administrative authorityfrom&#xD;
higher to lower level governments. Financial responsibility is a core component of&#xD;
decentralization. If local governments are to carry out decentralized functions effectively,&#xD;
they must possess sufficient fiscal autonomy along with own taxation and borrowing powers&#xD;
as well as a share in the State’s taxes and duties and grants-in-aid from higher levels of&#xD;
government. ‘Fiscal’ connotes government finance, revenue, spending, debt and financial&#xD;
year, etc. Full fiscal decentralization requires political decentralization and to some extent,&#xD;
administrative decentralization.</description>
